In St. Petersburg, Yekaterinburg and Omsk, residents are asked to pay for shelters and bomb shelters

Privater Entwurf

In St. Petersburg, Yekaterinburg and Omsk, local authorities and management companies have begun collecting money from residents and businesses to equip shelters and bomb shelters in the basements of apartment buildings. In Yekaterinburg, the targeted payment for residents of one district will amount to 841 rubles per person, and in Omsk parents of children attending a kindergarten are asked to contribute 200 rubles each for benches and a water supply.

According to The Moscow Times, in St. Petersburg owners of buildings with protective structures are being issued orders to equip such shelters, and the relevant directives have also been sent to municipalities.

The Pharmaceutical Factory of St. Petersburg was ordered to put the underground facility near the Nevsky Town Hall in order.

Co-chair of the board of directors of the St. Petersburg Cluster of Clean Technologies for the Urban Environment, Nikolai Pitirimov, told BFM that the order for apartment buildings applies not only where adapted premises have historically existed, but also in all other buildings. According to him, owners must provide such places at least as a temporary bomb shelter, and this obligation falls on homeowners' associations.

In Yekaterinburg, residents of apartment buildings have already received an offer to pay for bomb shelters. As E1 пишет, residents of one district received notices about a vote on equipping shelters in an underground parking garage, and the amount will be included in the bill as a separate line item as a targeted payment.

At the management company Akademichesky, it was explained that the amount of the payment was set by a decree of the governor and amounts to 841 rubles per person. In Omsk, which is 2,500 km from the border with Ukraine, money is being requested from the parents of children attending one of the kindergartens, where the basement was decided to be converted into a shelter.

According to Gorod 55, local residents say they are being asked to contribute 200 rubles for benches and a water supply, while the mayor's office said that parents are only advised, if possible, to take measures to provide the necessary supplies and adapt basements into shelters.

Head of the Ministry of Emergency Situations Alexander Kurenkov said in February that the agency is working on restoring more than 20,000 protective structures in 82 regions of the country. The authorities began large-scale reconstruction and modernization of Soviet-era shelters at the end of May 2025, and according to the Ministry of Emergency Situations, about 155 billion rubles will be needed for these purposes.
